The Jerusalem Conference
1 Some men from the region of Judea went to Antioch and began to teach the brothers that unless they were circumcised according to the custom that Musa had prescribed,* they could not be saved*. 2 A sharp disagreement and dispute arose between Paul and Barnabas on one side and these brothers on the other side. So the group [of believers] decided to send Paul and Barnabas and some others from among them to Jerusalem to discuss this issue with the apostles and elders.

1 وَذَهَبَ بَعْضُ الرِّجَالِ مِنَ مَنْطِقَةِ يَهُوذَا إِلَى أَنْطَاكِيَةَ، وَأَخَذُوا يُعَلِّمُونَ الْإِخْوَةَ أَنَّهُ إِنْ لَمْ يُخْتَنُوا حَسَبَ الْعَادَةِ الَّتِي سَنَّهَا مُوسَى،* فَلَا يُمْكِنُهُمْ أَنْ يَنْجُوا.* 2 وَقَامَ خِلَافٌ شَدِيدٌ وَجِدَالٌ بَيْنَ بُولُسَ وَبَرْنَابَا مِنْ نَاحِيَةٍ، وَهَؤُلَاءِ الْإِخْوَةِ مِنْ نَاحِيَةٍ أُخْرَى. فَقَرَّرَتِ الْجَمَاعَةُ إِرْسَالَ بُولُسَ وَبَرْنَابَا وَبَعْضِ الْآخَرِينَ مِنْهُمْ إِلَى الْقُدْسِ، لِيَبْحَثُوا هَذِهِ الْمَسْأَلَةَ مَعَ الرُّسُلِ وَالشُّيُوخِ.
3 After the believers had sent them off, they passed through Phoenicia and Samaria, giving a report about the conversion of the Gentiles. And so they brought great joy to all the believers. 4 When they arrived in Jerusalem, the believers, the apostles, and the elders received them. They informed them about everything our Lord had done through them. 5 But some of the believers who belonged to the party of the Pharisees* stood up and said that the foreigners who believe must be circumcised and that we should require them to comply with the Law of Musa.
3 وَبَعْدَمَا أَرْسَلَهُمُ الْمُؤْمِنُونَ، مَرُّوا فِي فِينِيقِيَةَ وَالسَّامِرَةِ وَكَانُوا يُعْطُونَ تَقْرِيرًا عَنِ اهْتِدَاءِ غَيْرِ الْيَهُودِ. فَسَبَّبُوا فَرَحًا عَظِيمًا لِكُلِّ الْإِخْوَةِ. 4 وَلَمَّا وَصَلُوا إِلَى الْقُدْسِ، اِسْتَقْبَلَهُمُ الْمُؤْمِنُونَ وَالرُّسُلُ وَالشُّيُوخُ، فَأَخْبَرُوهُمْ عَنْ كُلِّ مَا عَمِلَهُ رَبُّنَا بِوَاسِطَتِهِمْ. 5 لَكِنْ قَامَ بَعْضُ الْمُؤْمِنِينَ مِنْ حِزْبِ الْفَرِّيسِيِّينَ،* وَقَالُوا إِنَّهُ يَجِبُ عَلَى الْأَجَانِبِ الَّذِينَ آمَنُوا أَنْ يُخْتَنُوا وَأَنْ نَطْلُبَ مِنْهُمْ أَنْ يَعْمَلُوا بِشَرِيعَةِ مُوسَى.
6 So the apostles and elders met together to look into this matter.* 7 After a great deal of discussion, Peter stood up and said to them, “Brothers, you know that some time ago, Allah chose me from among you to convey the message of the Injil to the Gentiles, and they heard and believed. 8 Furthermore, Allah, who knows what is in [people's] hearts, showed that he accepted them by giving them the Holy Spirit, just as [he did to] us. 9 He did not discriminate between us and them, for through faith he cleansed their hearts. 10 So why are you challenging Allah now by putting on the disciples a heavy burden that our forefathers were too weak [to bear] and that we ourselves have been too weak to bear? 11 For we ourselves believe that [it is] through the blessing of Maulana Isa [that] we are saved — just as they themselves are saved as well.”
6 فَاجْتَمَعَ الرُّسُلُ وَالشُّيُوخُ لِيَنْظُرُوا فِي هَذَا الْأَمْرِ.* 7 وَبَعْدَ نِقَاشٍ كَثِيرٍ، وَقَفَ بُطْرُسُ وَقَالَ لَهُمْ: ”يَا إِخْوَتِي، أَنْتُمْ تَعْلَمُونَ أَنَّهُ مُنْذُ بَعْضِ الْوَقْتِ، اِخْتَارَنِي اللهُ مِنْ بَيْنِكُمْ لِأُبَلِّغَ رِسَالَةَ الْإِنْجِيلِ لِغَيْرِ الْيَهُودِ، فَسَمِعُوا وَآمَنُوا. 8 وَإِنَّ اللهَ الْعَلِيمَ بِمَا فِي الْقُلُوبِ، أَظْهَرَ أَنَّهُ قَبِلَهُمْ، بِأَنْ أَعْطَاهُمُ الرُّوحَ الْقُدُّوسَ مِثْلَنَا تَمَامًا، 9 وَلَمْ يُفَرِّقْ بَيْنَنَا وَبَيْنَهُمْ، لِأَنَّهُ بِالْإِيمَانِ طَهَّرَ قُلُوبَهُمْ. 10 فَلِمَاذَا تُخَالِفُونَ اللهَ الْآنَ بِأَنْ تَضَعُوا عَلَى التَّلَامِيذِ حِمْلًا ثَقِيلًا عَجَزَ آبَاؤُنَا وَعَجَزْنَا نَحْنُ عَنْ حَمْلِهِ؟ 11 فَنَحْنُ نُؤْمِنُ أَنَّهُ بِوَاسِطَةِ نِعْمَةِ مَوْلَانَا عِيسَى نَنْجُو، كَمَا يَنْجُونَ هُمْ أَيْضًا.“
12 The whole group became silent and listened to Barnabas and Paul telling about all the miraculous signs and wonders which Allah had done through them among the Gentiles. 13 When they had finished talking, Yaqub* continued the conversation, saying, “Brothers, listen to me. 14 Simon* has informed us how Allah cared about the other ethnic groups from the very beginning, taking from among them a community for himself. 15 What the prophets have said agrees with this. For the Scriptures say: 16 ‘After this I will return and rebuild Dawud's fallen tent*. I will reconstruct its ruins and set it up, 17 and then the rest of humankind will seek the Lord, namely all the ethnic groups who belong to me. The Lord says this, and he makes these things come true.’* 18 ‘For he has known them for an eternity.’* 19 Therefore, I see that it's not necessary for us to make it difficult for the Gentiles who are turning to Allah. 20 Instead, we should write to them and tell them to abstain from food that is defiled by idols, from extramarital sex, from the meat of strangled animals, and from blood. 21 For the Taurat of Musa has those who proclaim it in every city since ancient times, and the people read it in the houses of worship every Saturday.”*
12 فَسَكَتَتِ الْجَمَاعَةُ كُلُّهَا، وَاسْتَمَعُوا إِلَى بَرْنَابَا وَبُولُسَ، وَهُمَا يُخْبِرَانِ عَنْ كُلِّ الْآيَاتِ وَالْعَجَائِبِ الَّتِي عَمِلَهَا اللهُ بِوَاسِطَتِهِمَا بَيْنَ غَيْرِ الْيَهُودِ. 13 فَلَمَّا انْتَهَيَا مِنَ الْكَلَامِ، تَابَعَ يَعْقُوبُ* الْحَدِيثَ فَقَالَ: ”يَا إِخْوَتِي، اِسْمَعُونِي، 14 سَمْعَانُ* أَخْبَرَنَا كَيْفَ أَنَّ اللهَ اهْتَمَّ بِالشُّعُوبِ الْأُخْرَى مُنْذُ الْبِدَايَةِ لِيَأْخُذَ مِنْ بَيْنِهِمْ أُمَّةً لَهُ. 15 وَكَلَامُ الْأَنْبِيَاءِ يَتَّفِقُ مَعَ هَذَا، فَالْكِتَابُ يَقُولُ: 16 ’بَعْدَ هَذَا، سَأَرْجِعُ وَأَبْنِي خَيْمَةَ دَاوُدَ الْمُنْهَدِمَةَ،* أَبْنِي أَنْقَاضَهَا وَأُقِيمُهَا. 17 فَيَطْلُبُ بَاقِي الْبَشَرِ الْمَوْلَى، أَيْ كُلُّ الشُّعُوبِ الَّتِي تَنْتَمِي لِي. رَبُّنَا يَقُولُ هَذَا وَيُحَقِّقُ كُلَّ هَذِهِ الْأُمُورَ.* 18 فَهُوَ يَعْرِفُهَا مُنْذُ الْأَزَلِ.‘* 19 إِذَنْ، أَنَا أَرَى أَنَّهُ لَا يَجِبُ أَنْ نُصَعِّبَ الْأُمُورَ بِالنِّسْبَةِ لِغَيْرِ الْيَهُودِ الَّذِينَ يَرْجِعُونَ إِلَى اللهِ. 20 بَلْ نَكْتُبُ لَهُمْ وَنُخْبِرُهُمْ أَنْ يَمْتَنِعُوا عَنِ الطَّعَامِ الَّذِي يَتَنَجَّسُ بِالْأَصْنَامِ، وَعَنِ الزِّنَا، وَعَنْ لَحْمِ الْحَيَوَانَاتِ الْمَخْنُوقَةِ، وَعَنِ الدَّمِ. 21 لِأَنَّ تَوْرَاةَ مُوسَى لَهَا مَنْ يُنَادِي بِهَا فِي كُلِّ مَدِينَةٍ مُنْذُ الْعُصُورِ الْقَدِيمَةِ وَيَقْرَأُهَا النَّاسُ فِي بُيُوتِ الْعِبَادَةِ كُلَّ سَبْتٍ.“*
A Message from the Conference
22 Then the apostles and elders, together with the rest of the believers, decided to choose two men from among them and send them with Paul and Barnabas to Antioch. They chose Judas, who was known by the name of Barsabbas, and Silas, two men who were considered leaders among the brothers. 23 They sent this message with them: “From your brothers, the apostles and elders; to the Gentile believers in Antioch, Syria, and Cilicia. Greetings! 24 We have heard that some people from among us have gone out without our permission, and they have upset you and troubled your thoughts by what they said. 25 So we all agreed to choose two men to send to you, along with our beloved Barnabas and Paul, 26 two men who have risked their lives for the sake of the name of Isa the Messiah Maulana; 27 they are Judas and Silas. We are sending them to convey to you verbally what we are writing here. 28 For the Holy Spirit, and we [as well], have seen that we should not burden you with anything more than this: 29 to abstain from food offered to idols, from blood, from the meat of strangled animals, and from extramarital sex. If you avoid these, you will do well. Best regards.”

22 وَقَرَّرَ الرُّسُلُ وَالشُّيُوخُ مَعَ بَاقِي الْمُؤْمِنِينَ أَنْ يَخْتَارُوا رَجُلَيْنِ مِنْ بَيْنِهِمْ وَيُرْسِلُوهُمَا مَعَ بُولُسَ وَبَرْنَابَا إِلَى أَنْطَاكِيَةَ. فَاخْتَارُوا يَهُوذَا الْمَعْرُوفَ بِاسْمِ بَارْسَابَا وَسِيلَا وَهُمَا رَجُلَانِ يُعْتَبَرَانِ مِنَ الْقَادَةِ بَيْنَ الْإِخْوَةِ. 23 وَأَرْسَلُوا مَعَهُمْ هَذِهِ الرِّسَالَةَ: ”مِنْ: إِخْوَتِكُمُ الرُّسُلِ وَالشُّيُوخِ. إِلَى: الْمُؤْمِنِينَ مِنْ غَيْرِ الْيَهُودِ فِي أَنْطَاكِيَةَ وَسُورْيَا وَكِيلِيكِيَّةَ. بَعْدَ التَّحِيَّةِ، 24 سَمِعْنَا أَنَّهُ خَرَجَ مِنْ عِنْدِنَا بَعْضُ النَّاسِ بِدُونِ تَصْرِيحٍ مِنَّا وَأَزْعَجُوكُمْ وَأَقْلَقُوا أَفْكَارَكُمْ بِكَلَامِهِمْ. 25 فَاتَّفَقْنَا جَمِيعًا أَنْ نَخْتَارَ رَجُلَيْنِ نُرْسِلُهُمَا إِلَيْكُمْ مَعَ حَبِيبَيْنَا بَرْنَابَا وَبُولُسَ، 26 رَجُلَيْنِ خَاطَرَا بِحَيَاتِهِمَا مِنْ أَجْلِ اسْمِ عِيسَى الْمَسِيحِ مَوْلَانَا، 27 هُمَا يَهُوذَا وَسِيلَا. وَنَحْنُ نُرْسِلُهُمَا لِكَيْ يُبْلِغَاكُمْ شَفَوِيًّا مَا نَكْتُبُهُ هُنَا. 28 فَقَدْ رَأَى الرُّوحُ الْقُدُّوسُ وَنَحْنُ، أَنْ لَا نُثَقِّلَ عَلَيْكُمْ بِشَيْءٍ أَكْثَرَ مِنْ هَذَا: 29 أَنْ تَمْتَنِعُوا عَنِ الطَّعَامِ الْمُقَدَّمِ لِلْأَصْنَامِ، وَعَنِ الدَّمِ، وَعَنْ لَحْمِ الْحَيَوَانَاتِ الْمَخْنُوقَةِ، وَعَنِ الزِّنَا. فَإِنْ تَحَاشَيْتُمْ هَذِهِ تَفْعَلُونَ حَسَنًا. مَعَ تَحِيَّاتِنَا.“
30 The men set off and went down to Antioch, where they gathered the believers together and delivered the message to them. 31 So they read it and were happy with the encouragement in it. 32 Judas and Silas were both prophets, and they said many things that encouraged the brothers and strengthened them. 33 After they spent some time there, the brothers sent them off in peace to return from Antioch to those who had sent them. 34 As for Paul and Barnabas, they stayed in Antioch, 35 teaching and proclaiming the message of the Messiah, together with many other people as well.
30 وَانْطَلَقَ الرِّجَالُ وَنَزَلُوا إِلَى أَنْطَاكِيَةَ، حَيْثُ جَمَعُوا الْمُؤْمِنِينَ مَعًا وَسَلَّمُوهُمُ الرِّسَالَةَ. 31 فَقَرَأُوهَا وَفَرِحُوا بِمَا فِيهَا مِنْ تَشْجِيعٍ. 32 وَكَانَ يَهُوذَا وَسِيلَا نَبِيَّيْنِ، فَقَالَا أَشْيَاءَ كَثِيرَةً شَجَّعَتِ الْإِخْوَةَ وَقَوَّتْهُمْ. 33 وَبَعْدَمَا قَضَيَا بَعْضَ الْوَقْتِ هُنَاكَ، صَرَفَهُمَا الْإِخْوَةُ بِسَلَامٍ لِيَرْجِعَا مِنْ أَنْطَاكِيَةَ إِلَى الَّذِينَ أَرْسَلُوهُمَا. 34 أَمَّا بُولُسُ وَبَرْنَابَا فَبَقِيَا فِي أَنْطَاكِيَةَ 35 يُعَلِّمَانِ وَيُنَادِيَانِ بِرِسَالَةِ الْمَسِيحِ مَعَ كَثِيرِينَ آخَرِينَ أَيْضًا.
Disagreement Between Paul and Barnabas
36 After a period of time, Paul said to Barnabas, “Come, let's go back and visit the brothers in all the towns where we proclaimed the message of the Messiah, to see how they are doing.” 37 Barnabas wanted to take along with them John, who is known by the name of Mark, 38 but Paul saw that it would not be fitting to take him along, since he had deserted them in Pamphylia and had not completed the ministry with them. 39 A strong disagreement took place between them, such that they separated from one another. Barnabas took Mark and sailed for Cyprus. 40 As for Paul, he chose Silas. The brothers sent him off, entrusting him to Allah's care, and so he went.* 41 He traveled in Syria and Cilicia, strengthening the believers.
خلاف بين بولس وبرنابا
36 وَبَعْدَ فَتْرَةٍ مِنَ الْوَقْتِ، قَالَ بُولُسُ لِبَرْنَابَا: ”تَعَالَ نَرْجِعُ وَنَزُورُ الْإِخْوَةَ فِي كُلِّ الْبِلَادِ الَّتِي نَادَيْنَا فِيهَا بِرِسَالَةِ الْمَسِيحِ وَنَرَى كَيْفَ حَالَهُمْ.“ 37 فَأَرَادَ بَرْنَابَا أَنْ يَأْخُذَا مَعَهُمَا يُوحَنَّا الْمَعْرُوفَ بِاسْمِ مَرْقُسَ. 38 لَكِنَّ بُولُسَ رَأَى أَنَّهُ لَا يَصِحُّ أَنْ يَأْخُذَاهُ، لِأَنَّهُ تَرَكَهُمَا فِي بَمْفِيلِيَّةَ، وَلَمْ يُكْمِلِ الْخِدْمَةَ مَعَهُمَا. 39 فَحَدَثَ خِلَافٌ شَدِيدٌ بَيْنَهُمَا، حَتَّى انْفَصَلَا عَنْ بَعْضِهِمَا. فَأَخَذَ بَرْنَابَا مَرْقُسَ وَأَبْحَرَ إِلَى قُبْرُصَ. 40 أَمَّا بُولُسُ فَاخْتَارَ سِيلَا، وَأَرْسَلَهُ الْإِخْوَةُ وَدِيعَةً فِي رِعَايَةِ اللهِ، فَذَهَبَ* 41 وَسَافَرَ فِي سُورْيَا وَكِيلِيكِيَّةَ يُقَوِّي الْمُؤْمِنِينَ.

Definitions
*15:1 The Jewish religious teachers said that Gentiles are outside the scope of Allah's salvation unless they commit themselves to following the Jewish religious laws. They said that for Gentiles to make this commitment and become Jews, they must be immersed in clean water as a ritual cleansing, and uncircumcised men must be circumcised.

*15:16 Dawud's fallen tent: the House of Dawud, meaning the Dawudic line of kings. It is described as “fallen” because for six hundred years no descendent of Dawud had ruled as king. It would be “rebuilt” when Allah anointed a descendant of Dawud as the Messiah to rule forever as king over humankind.
